Taj stresses on strict adherence of orders regarding Casual engagements
Srinagar, July 08: Talking strong note of the reported un-authorized engagement of casual laborers by the Superintending Engineer Mechanical North Circle, Srinagar, the Minister for PHE, I&FC, Mr. Taj Mohi-ud-din today instructed for calling an explanation from the said Superintending Engineer within 7 days.
Tajs had received complaints that casual labours are being engaged unauthorizedly by the said officer, Mr. Taj warned the officers against such practise and stressed on strict adherence to the orders and instructions issued by the Administrative Department from time to time regarding the subject “erring officers shall have to pay from their salaries for making any such unauthorized engagement for creating liabilities,” he added.
In order to make it clear to all concerned regarding the engagement of any person and creation of liabilities a fresh circular has been issued by the PHE/I&FC department wherein the strict disciplinary action for deviation has been warned.
The circular says, “There are clear instructions to undertake exercise within a given time frame for rationalizing and deploying the staff for various schemes keeping in view the exact work load/requirements. Till the exercise is completed and needful is done, it is reiterated that no liability on account of engagement of any person shall be created. This may be noted by all concerned including the subordinated offices for strict compliance. Any deviation shall invite strict disciplinary action.”
Minister for PHE said that in order to cater to the minimum needs maintain systems and ensure supply of water to the people, engagement of casual laborers on minimum need basis on master rolls for wages on hand receipt for a period two months have only been authorized and that too in specific condition.
Taj said that this type of engagement is purely temporary. He said that people should be aware that this type of casual engagement is no employment but purely a laborer’s job on wages at the rate Rs. 70/- per day.
Taj asked the youth to take the course of coming through recruitment agencies for the employment in Government Services as no person other than Service Selection Board and Public Service Commission is authorized to make selections against the vacant posts.(NAK)
