DEWAN MOTI RAM(1823-1824 A.D)

Again for a brief period of less than one year, Dewan Moti Ram tried to keep his master in good humour and made attempts to establish tranquility and increase the revenue of the province. He removed Birbal Dhar and appointed Waisakha Singh as Chief revenue Adminstrator.

In the monarchical form of Government and feudalistic set up of society, brilliant and capable officers sometimes become victim of court intrigues displeasure of kiths and kins of their lords. Here, personal animosity of Raja Dhian Singh with Moti Ram is the main factor responsible for the laters recal and it is believed that he even prevailed upon Maharaja Ranjit Singh to appoint Chuni Lal as Governor of Kashmir and Kumedan Gurmukh Singh as a Chief Administrator and collector of revenue. The two officers did not pulol on well and the result was total admistrative disorder. Corruption become rampant and  there was sizeable fall in State revenues. There was revolt against the Sikh rule when Kumedan Gurmukh Singh victimized Khawaja Muhi-ud-din  Kawosa and implicated him in a cow killing case. Finally both the officers were recalled and new Governor Kripa Ram was appointed as Governor of Kashmir.
