Difficult terrain and high mountain passes leading to the valley of Kashmir rendered the only visit of emperor in 1665 A.D., hazardous and trouble-some and thereafter he did not visit the valley but maintained the grip over Kashmir through governors directly appointed by him. Francois Bernier, a doctor by profession was one of the members of royal party and his narrative is considered an authentic account of the conditions that prevailed in Kashmir during Mughal rule. With the exception of Iftiqar Khan, Muzaffar Khan and Abul Nassar, all the governors administered the province efficiently and did all to promote trade and other economic activities.

A God fearing king and puritan in out look and behaviour, he put down with all firmness the corrupt practices and tried to give clean administration to masses. He earned his livelihood by writing verses of Holy Quran and stitching caps. One manuscript of Holy Quran bearing the seal of Emperor Aurengzeb exist in S.P.S Museum Srinagar. But at times he behaved over confidently which bred hatred among different religious communities and led to sectarian discard.
