Sultan Haider Shah was a pleasure loving king and took a little interest in the affairs of government. The real poer was exercised by unworthy nobles and unscrupulous officers, who were always busy in hatching conspiracies against each other. These rivalries and intrigues some times resulted in group clashes and disturbed te traditional communal harmony of Kashmir. Taking advantage of the disruptions at the centre, the tributary chiefs of outer-hills declared themselves independent, but were soon subdued by prince Hassan Khan.

Haider Shah, in spite of lacking administrative capability, was a man of culture. He was a poet and a musician and could play upon a variety of musical instruments, especially lute in which he was an expert. In the field of architecture he has the credit of constructing Nawa Kadal bridge across the Jehlum in the heart of the city.
