January

  6 Govt. announced setting up of the State Human Rights Commission.

February

  8 Foundation stone of third Tawi Bridge, estimated to cost Rs 9.46 crore, laid.
  13 Prime Minister, Mr. Deve Gowda, dedicated to the nation Rs. 3400 crore Uri Hydroelectric Project.
  14 Prime Minister announced Rs 7200 crore Economic Pack- age for Jammu and Kashmir.
  20 Prof Saif-ud-Din Soz inducted into Union Cabinet as Minister for Forests and Environment.
  28 Notification issued for elections to the State Legislative Council to elect 22 MLCs on March 17, 1997.

March

  15 Prime Minister, Mr. H.D.Deve Gowda laid the foundation stone of 290 Kms  Udhampur-Baramulla rail link project at Udhampur.
  17 Legislative Council elections held. National Conference won all but one seat which went to BJP. One candidate each of CPI, JD and Independent won with NC support.
  18 Budget Session of the State Legislature opened at Jammu after a gap of eight years.
  20 Rs. 553.18 crore deficit budget for 1997-98 presented by the Finance Minister, Mohammad Shafi.
  22 Seven Kashmiri Pandits killed by militants at Sangrama in district Budgam.

April

  24 Government banned smoking in Government offices.

May

  2 A plan outlay of Rs. 1550 crores fixed for 1997-98.
  7 Government announced 33 per cent seats for women in Panchayats.

June

  29 A powerful bomb blast inside the MLA Hostel killing an ex-militant.

July

  8 Dr Farooq Abdullah, lifetime patron of Muslim Auqaf Trust, dismissed pro-Pak elements who had gained control over the Trust during militancy.
  26 Prime Minister I.K.Gujral, laid foundation stone of Railway project at Qazigund; addressed public meeting.
  27 Prime Minister laid the foundation stone of railway link at Baramulla; addressed another public meeting.

August

  7 Dr Karan Singh resigned as the Chairman, State Autonomy Committee on personal reasons; State Works Minister, Ghulam Mohi-ud-Din Shah, replaced Dr Singh as the Chairman.
  8 Government set up 5-Member State Human Rights Com- mission with (Retd) Justice G.A.Kochhai as Chairman.
  21 Chief Minister, Dr Farooq Abdullah, inaugurated two-day 12th All India Whips’ Conference at SKICC, Srinagar.
  22 Prime Minister I.K. Gujral paid a day’s visit to the Valley, second in a month; delivered valedictory address at the Whips’ Conference.
